  1. That's Ben Franklin. "They who can give up essential liberty to obtain a little temporary safety, deserve neither liberty nor safety." Generally misquoted as "Those who would trade liberty for security deserve neither." Also note, I think, Jefferson, that "the tree of liberty must be refreshed from time to time with the blood of patriots and tyrants."
